Virtualization of Substation Applications

IEEE PES PSCC Committee’s Protocols and Communication Architecture Subcommittee (P0) met in January 2021 where the subcommittee approved the formation of the P21 study group to investigate whether a standard document should be created to address system architectures supporting the virtualization of substation protection and control applications. This work complements work already underway in the IEEE PES Power System Relaying & Control (PSRCC) Committee WG H45 (Chair Ratan Das) that is developing PC37.300 that addresses centralized protection and control applications. The PC37.300 work is based upon a previously published paper that won the 2017 PES Prize Paper Award (presentation here, original IEEE PES PSRCC K15 report here, and prize paper here). EPRI Project 3002017165 has been underway since around August 2019 with several utilities and industry stakeholders looking at a “common substation platform” and defining the application use cases (aligning well with PC37.300 work) and their requirements for the technology supporting the common substation platform.  

This topic is on the leading edge for protection and control applications, but even more so on the technologies to support those emerging application requirements. Some relevant IEEE published work includes what is listed below.

    The utility information systems of today, such as SCADA, SCADA/EMS, SCADA/DMS, and SAS, are predicated on the same networking concepts and deploy the same types of servers and workstations as the information systems from any other industry. This induces us to ask whether the current IT paradigms such as server virtualization and cloud computing can be used in power system control center environments. If yes, the next question is to what extent such technologies have already been deployed in control centers and with what results and benefits. Accordingly, the objectives of the Modern Information Technologies in the Computerized Operation of Power Systems panel are to shed light on these topics and to identify other platform trends that might be worth pursuing. The invited panelists will address topics: implementation of virtualization technologies in SCADA/EMS/DMS systems; potential for using cloud computing techniques in a utility information system.
