IEEE PES Technical Reports and White Papers
IEEE Power & Energy Society (PES) Technical Reports and White Papers provide in-depth analysis, insights, and background information on key topics in the electric power and energy industry. These documents are developed by the PES Technical Council and Technical Activities Committees to explore complex issues that may not yet be ready for formal standards or application guides, but could evolve into one in the future, notably as an IEEE Standard.
Technical Reports are used to:
- Present the state of technical research or progress on standards
- Offer a foundation for potential future IEEE PES standards or guides
- Document background information for existing or proposed requirements
- Summarize the results of industry surveys
- Analyze emerging technologies and critical industry issues
- Develop strategic technology roadmaps

Unlike articles or conference papers, these reports offer a more detailed and comprehensive treatment of power and energy topics, serving as essential resources for industry professionals, researchers, and policymakers.
