The ICC, one of the committees of the IEEE Power & Energy Society, is focused on developing and servicing IEEE technical guides, recommended practices, and standards for the design, manufacturing, testing, operation, and maintenance of insulated cables including high-voltage transmission and distribution cables usually associated with utility power systems, commercial and industrial wire, and their related accessories and subsystems. We hold meetings twice a year at locations throughout North America where we develop and service the standards as well as hold informative technical sessions that include presentations by industry experts.
Committee Scope
Focused on the design, manufacturing, material science, testing, analysis, diagnostics, operation, and maintenance of insulated wire and cable used in commercial, industrial, and utility transmission and distribution systems, along with related accessories and subsystems. Within these technical areas, the ICC coordinates with other industry groups, and provides relevant oversight to IEEE activities, publications, and panel sessions.
Subcommittees
Cable Construction and Design Subcommittee
Scope: The subcommittee considers all issues related to materials, construction, design and manufacturing of insulated cables. The Cable Construction and Design Subcommittee provides an informational forum for discussions on aging and performance characteristics of various cable constructions, chemical, physical, and electrical tests of cable dielectrics, and performance of cables in service.

Accessories Subcommittee
Scope: All issues related to cable terminations and joints. The Accessories Subcommittee’s mission is to continuously improve the fundamental technological understanding, practical application, and safe use of accessories on conductors having applied insulation or coverings. Support the Activities, Participants and Precepts of the Insulated Conductors Committee.

Cable Systems Subcommittee
Scope: All issues related to installation, operation and testing of cable systems.

Generating Station and Industrial Cable Subcommittee
Scope: Generating Station and Industrial Cable subcommittee is tasked with cable systems for power, control, signal, data, communication, and Fiber optic applications for use in generating stations, substations, industrial facilities, shipboards, military installations, submarines, mining, and transit/locomotive cars. These cables are direct buried, pulled in duct banks, conduits, ducts or wire ways, or installed in trays, air handling plenums, cabinets, enclosures and other non-T&D applications of insulated conductors. Testing and installation guidance for these applications is also within the scope of this group. The group develops standards and guidelines and provides opportunity for technical discussion. Specifically excluded are T&D cables for use on land applications.

Field Testing and Diagnostics Subcommittee
Scope: The subcommittee considers all issues related to field testing and diagnostics of cables and cable systems. The Field Testing and Diagnostics Subcommittee’s mission is to continually advance the understanding of field testing and diagnostics through discussion and to provide a forum for the preparation, and maintenance of standards on field testing and diagnostics of new and service-aged cables and cable systems.

Transnational Subcommittee
Scope: Reporting of construction and operation of large cable system installations worldwide. Interfacing of the ICC with national and international standards organizations outside of the IEEE. The mission of the Transnational Subcommittee is to involve the international scientific community in the Insulated Conductors Committee of the IEEE Power Engineering Society and to enhance the exchange of technical information between countries.
