Modern power system state estimation faces growing challenges due to large-scale models, high penetration of inverter-based resources, data quality issues, and frequent topology and parameter errors. While Weighted Least Squares (WLS) state estimation remains widely used for its computational efficiency, it is highly vulnerable to bad data and leverage points. Least Absolute Value (LAV) estimators improve robustness but suffer from high computational burden and convergence limitations in large systems. This tutorial presents a utility-driven case study at Oncor Electric Delivery on improving state estimator accuracy and model management using a robust offline state estimation approach (SE+). After reviewing the limitations of WLS and LAV, the tutorial introduces the SE+ methodology, which achieves robust bad data rejection and guaranteed convergence by directly selecting and cleaning the measurement basis set. Results from real Oncor system data, including large-scale models exceeding 10,000 buses, demonstrate significant reductions in abnormal residuals and improved resilience to topology errors. The tutorial provides practical insights for utility engineers and EMS practitioners seeking scalable, reliable state estimation solutions.

Presenter bios:
Dr. Bei Gou is the founder of Grid Science Solutions, LLC, where he leads development of advanced state-estimation, grid-monitoring, and optimization technologies. He holds a Ph.D. in Electrical Engineering from Texas A&M University and brings over two decades of experience across academia, industry, and entrepreneurship. His expertise spans robust state estimation, smart grids, renewable energy integration, and AI applications in power systems.

Power (Qing) Zhao is currently a manager of Operational Data Analytics at Oncor. He has a wide spectrum of industrial experience, and has applied cutting-edge techniques to improve Oncor business efficiency. Before joining Oncor, Power worked as operation manager at Texas Instruments, EMS development intern at ABB, section manager of wireless communications at Siemens. He received his Ph.D. in E.E. from Texas A&M University.
