IEEE PES Webinar: Converter Control Design Principles for Inverter-Based Resources

This talk reviews the state of the art in both grid-following and grid-forming technologies and identifies several dynamic performance limitations in widely adopted grid-forming control designs. Furthermore, we examine how vector-control-based decoupled real and reactive power regulation (a feature of grid-following control) can also be realized within a grid-forming framework. This design approach has been prototyped and demonstrates strong potential for retrofitting large numbers of existing grid-following controllers through purely software-based algorithm updates. The proposed technology enables reliable power system operation under high penetrations of inverter-based resources.
Presenter bio:
Lingling Fan is a professor at the University of South Florida. Prior to her academic career, she was with Midwest ISO as a transmission planning engineer. Dr. Fan is the founding co-chair of IEEE Power and Energy Society’s Wind SSO/IBR SSO task force. She served as the Editor-in-Chief of IEEE Electrification Magazine from 2020 to 2024 and currently serves as the Editor-in-Chief of IEEE Open Access Journal of Power and Energy. Dr. Fan was elevated to IEEE Fellow class 2022 for her contributions to stability analysis and control of inverter-based resources. She received Energy Systems Integration Group (ESIG) Excellent Award for her contributions to power system dynamics and system oscillations in IBR penetrated power grids in March 2024. In 2025, she received the IEEE PES Wanda Reder Pioneer in Power Award.
